A know watts per gallon isn't the best way to determine lighting but without a par meter it's te next best. And t5s dont have the par at depth that a halide does.

Thats because a MH has a more focused reflector and they are generally higher on the wattage.

Anemones don't need SPS rated lighting of 7 watts per gal. 2-3 watts per gal max. Their lighting requirements are about the same as mushrooms. Heck my GBTA lived under a 240w sq pin PC for a year w/ no issues. Still in the same cave, still eats 1/2 silverside every 2 weeks. The solid food is more important than higher levels of phosynthetic radiation. When I bought the Carpet Nem 9 mo. ago he was approx 8" now approx 14" under 4-5w per gal.

Corals are a different story - bigger tanks need more watts for depth - anything of 2 ft in depth and width would need high wattage MH's to grow hard corals on the bottom.
