Intex pool filter as mechanical filration.

I cant take a picture but the water looks whitish and cloudy, almost milky. It gets better after a water change and then gets worse again. Looking through the side of the tank, you can only see about half way down. It doesnt seem to be affecting the fish at all. I try not to use chemicals at all if i can avoid it. There isnt something in the water that is harming the fish , they act normally, it just is very unsightly. The filter doesnt seem clogged or stopped up, it works the way it did straight out of the box.
 
This is a fresh water tank correct? If it was SW I would say possibly micro bubbles but that usually in not a problem in fresh. I am guessing a bacteria bloom or similar reason. Nothing a normal filter is going take care of. Should clear up with time. How long has the tank been setup?
 
I was thinking of doing that. But the foam is like $10 for 2 pads. Not too bad, but I wanted to try cheaper options first. I will probably be getting the foam. Thanks

Classic bacterial bloom on a fairly new tank.
In their early stages bacteria can be pretty easily upset. Once established they get to be tough little cookies.
I would stop messing with the filter and let it run.
No aggressive tank cleaning.
Feed sparingly, every other day, even every third day would work.
Instead of filter media, invest in some testing materials.
Even test strips will give you an idea of how your water is doing, toxin wise.
With the changes you have made, the bacterial balance in your tank has been upset.
Often when this happens the first reaction is to start changing things or dumping water clarifiers into the tank. All that does is make things worse.
The best thing to do is as little as possible.
Only do a WC if your water tests show a need, or you see the fish gasping, or other signs of stress.
Most of the time, this will pass if you just let nature run it`s course.
