You might be able to swim in it, but I think it would be a lot more effort than swimming through water.

Also depends on what concentration you put of gelatin :: water.

A whole lot of gelatin would be too "viscous" to move through, but if you don't use enough gelatin to "set" then it would be similar to swimming through hair gel.
