Not normal of course for local prices here in Thailand, but with top notch, show quality FH's like these going to overseas buyers, yes they're paying those kind of prices (not sure if those figures incl. international shipping & handling fees but I would hope so).

What are price ranges there for similar quality fish? They didn't include shipping.
 
Well first I'll say it's not so easy to find them in most LFS, as the better breeders prefer to sell their best fish to overseas buyers because they can get considerably higher prices. But if one goes to the right shops at Chatuchak aquarium market in Bangkok you can find them, and with a bit of negotiation and smiles you could get the fish for around half the prices you've listed, maybe a bit less.

My friend in India picked up this guy, price tag was 1000 INR (around 15 USD) last month

He bought him yesterday, the price tag was changed to 1500 INR (around 20 USD), he negotiated and bought it for 1300 (17 USD).

That's a good price for that level quality, here it would be a bit more about US$25.

Let's not forget though that the average cost of living and monthly disposable income are about 3 times less here in Thailand and about 4 times less in India compared to US so that should be factored into the equation -- though agreed with regards to aquarium fish there's even more of a disparity, I'm kinda shocked when I see prices for many fish in the US. Given it's not easy to produce top grade FH's, esp. Kamfa mixes, I guess it's not surprising the prices get jacked up even more.
