Im guessing no. Most posts already mention small fin injuries. If the fin was injured too close to the base of the cadaul it simply wont grow back. Since it has been over a year, the injury simply isnt going to fix itself and re-injuring the fin is not going to make it better. If you do try and it is too injured to grow back, you are only opening yourself up to further complications: infections, loss of fin, etc.
It might not be a perfect specimen, but IMO risk/reward makes trying to fix a healed flaw not worth it.
