For a start thats wrong. Secondly electric is much cheaper at night time. Why would you do it that way round, it would make more sense having it off during the day lol!
 
Unless you have really high wattage pumps, eletricity is not going to be any noticeable change. Lets say you have a 100w pump, that is like leaving a 100w lightbulb on for 24 hours! That is not much at all.

My dad is very hard headed, but if you give him the facts he will give in. Try it with yours, explain the different bacteria, what they do, and why you MUST constantly have water flow through them!
 
If you have lots of algae,(pea soup water, not surface algae) you run the possibility of depleating oxygen in the water by cutting the circulation at nite. Keep an eye on the fish if you decide to shut off pumps at nite
