I have a year old RES and i was cleaning out the tank and noticed that it has a pinkish dye between the joints on its belly , is this normal. He is a little less active. sleeping a lot. Is just what older turtles do as they grow or is it a fungus of some sort that i should be worried about.

Sounds like it's just growth tissue in between the scutes on it's plastron. I think your turtle is fine but if you're worried, post an updated photo. Also you mention that your turtle is more lethargic lately. What's your water temperature like?
 
It fluctuates between 78.9 and 80 at basking time. I failed to mention that he shares the tank with a baby Oscar and i recently add aquarium salt to the tank. I only added a third of the recommended amount. I dint think about the turtle when i did that but could that be the reason.
 
Aquarium salt is fine for most species of turtles. I still think you're just seeing the growth tissue in the seams between the scutes. And your water temps seem fine. I guess my next question is what are your basking temp?
 
80 to 81.9, Its a 50 gal long filled mostly all the way with a log and a rock tower and a fake floating log all to bask on. I don't see him bask a lot on days that were home but i think that he is basking when were gone. I have a basking spot lamp and a day light and a night glow. I hope I'm doing every thing right. Ive never kept any thing like this.
 
Your basking temperature is a tad on the cool side. If I were you I would bump it up to something around 85˚-90˚ degrees. You might need a larger watt bulb it you can't move the basking light closer.

I noticed the same thing on my snapping turtle last month. I didn't know what it was at the time, but I agree that it is growth tissue. Snappy shed his skin around the same time, so it makes sense. Anyways, it has gone away.
