Is my arowana gonna be safe?!?!

Get duckweed, moss balls, and hardy plants. Don't get plecos. Duckweeds, moss balls, and hardy plants will compete with the algae for nutrients. The more plants, the less nutrients the algae will have i.e. the algae will just die off.
 
what is your lighting schedule and does the tank come in to contact with direct sunlight?
 
UVC doesn't stop algae from growing on your tank glass. It just keep the water from turning green.

Usually under normal circumstances, adding a few common pleco will solve most of the problem in there. But some concern like is the problem been caused by under filtration. If so, adding extra live stock may not improve the situation.

I have some algae issue in my tanks as well for I leave my lights on 24/7. But usually these are kept under control by my plecos in there. I have once tried keeping water lily in my tank and it help in control the growing rate of algae. Water lily is really a greedy plant which will grow a few inches within a day.

I for one does not support chemical treatment as such. Usually water issue started from filtration or some basic water management not been done or kept in check.
 
Sounds like excessive nutrients in the tank. A few ideas which can help are either add plants, or increase the frequency of water changes. Good idea to check your lighting, as older tubes can contribute to algae issues. Since it's a non planted tank minimal lighting is required. Keep any sunlight off the tank.
What is your nitrate reading about 3 days after a water change? and on the day of water change?
Knowing your nitrate levels before your normal water change procedure, will help have a better understanding of your water change frequency and volume.
For now if you can try and add in another 25-30% water change a week and see how that goes in diluting the nutrients out.
 
I had algae issues at one point(I have a lrg pleco)--It was driving me crazy!!! I figured out what had contributed to my problem. The Bulbs in my light fixture were for salt-water--lol... I changed the bulbs cleaned the tank(no chemicals!!!) and have had no issues with algae since. My tank is located by a window and I have the lights on most of the time.
