Is my Bass sick???

If you are having algea problems your nitrates may be too high. I'd up the water changes to 50%, doing any less then that isn't really getting rid of nitrates in my book. Get a good liquid test kit like API and test your water, use it to get on a good water changing schedule so you know how much you have to change and how often you have to do it.
The high nitrates may be stressing him out enough to where parasites can take over.

What type of dechlor do you use? Some brands can cause the rubbing/spasms you described, but it usually only lasts for a few hours or so after the water change...

I also recommend that you get a test kit and check your ammonia, nitrite, and nitrate. Those are important numbers to know regardless if your fish are sick or not.
 
Appreciate all the responses. I am going to get the test kit tonight and make sure he stays healthy. I am also going to get a larger tank so he can have more room and also give him some company. A 20 gallon is a little small, but since he's a spot and not a LM, I started with a tank I already had. Also, after reading about nitrates, that explains alot. Sometimes, I bought a dozen minnows and threw them all in at once. He would gorge himself right away and then wouldn't eat a single one after that. He would kill them all and let them die. I guess all those fish caused a nitrate spike.
 
Beautifull fish.....yeah you will definately need a bigger tank, Ive always thought spotted Bass have some of the coolest markings of any Bass.
 
I have 3 LMB that do this from time to time. They really like to do it on the real drift wood. Its just itching. Doesnt always mean hes sick. He looks great in the pic. Spot Bass? That looks just like my LMB did when they were that size. Some times the colors fade in and out dep on mood but looks like a LM to me.
