It sounds not-toxic, but not waterproof.

They are not air bubbles; they are silicone snail eggs. One by one your fish will disappear, and then, after they've grown a bit and are hungry you may or may not be next on their menu, depending on whether or not there are small children in the house.

did you reseal ontop of the old seal? old silicone does not stick to new. if you removed the old seal coving did you clean with acetone or rubbing alcohol before applying the new silicone?
 
as an FYI to reseal a tank, all old seal needs to be removed, NOT BETWEEN THE GLASS PAINS, just use a razor blade and remove the old silicone coving, clean with rubbing alcohol. Prep is everything when sealing a tank, make sure all old silicone is scraped off and cleaned, tape with painters tape for clean lines. apply new seal all at the same time and remove tape before it dries.

I have used GE 1 on tanks that have been up for years, although it doesn't have a lot of tactile strength for holding things together being pushed apart by water pressure, it will seal glass that's not pulling apart, such as plated glass over stress cracks, where the water pressure actually helps.
