Is my tank cycled? Please give me your input..

The nitrates seem to be showing like 2ppm, but its been like that for days and that doesnt make sense so I have been taking it as a 0. In any case, nitrates should be higher than that by now if its cycled. I have been waiting to see a rise in nitrates but its just not happening. .
 
It has now been a solid week and the levels are still the same (Ammonia: 0ppm Nitrite: 0ppm Nitrate: 0-2ppm). I think I may have figured it out though. The substrate in the tank is CaribSea Super Naturals Sand. This stuff apparently reduces nitrates better than other substrates (or so the bag says). But do you guys think it does that good of a job to keep my nitrates this low in spite of having this much stock in the tank? Ive just about given up trying to figure this out.. This is my last idea -__-' Please give me your thoughts thanks.
