is my tank over stocked?

If you only want to do monthly wc's, then prob overstocked imo. If you are willing to do wc's every couple days, then maybe even understocked imo. Amount of food that goes in your tank and filtration capabilities will also play a factor in your own personal equation for what going to work for you. Everyone's equation will prob differ somewhat from case to case, no exact answer that anybody can tell you, only you can figure this out
 
Tank size is not really relevant filterstion is, how ever it's a pretty mediocre filtration set up in my opinion. If something is worth doing in fish keeping it is worth over doing for the most part when it comes to set up and I would say yours is under done
 
Filtration will always support ammonia and nitrite the problem is nitrate reduction and size. Those retic will not be happy in such a narrow tank with their long tails.

My retic is only 4" disc but overall he's bigger then my 7" disc orb.

Tank size is pretty relevant. Back to the timeless example, you can't keep an oscar in a 10 gallon tank and throw an fx6 on it and call it a day. The fish need room to swim around.

In my opinion just worrying about handling the bioload of a bunch of fish and cramming them into a tank that's too small and won't allow them to comfortably move around or set up territories is selfish and cruel.
