Is tap water alright to use for startup?

Prime water conditioner is supposed to remove chlorine and chloramine from water. I use tap water on all three of my tanks (reef, angel fish/severum and stingray/arowana) and have had no problems. But then again, there may not be any chloramine in my city water to begin with.
 
I think RO water is too stripped of nutrients. If I used RO, I would use maybe 3-parts RO and 1-part tap water, or buy some form of minerals to add to the tank. RO water is pure, but too pure in my opinion, your fish need some base minerals in the water to really thrive. All in all, I think Prime wiht tap water is the best way to go, barring any local problems (my tap water comes out at about 15ppm nitrates - not terrible, but not perfect). And rsalinas, we need more info. How often do you do water changes? How much water? Whats in the tank? How long has it been up and running? when you say cloudy, do you mean just a bit foggy, or is it milky looking? If its a white, milky looking problem, you could have a bacterial growth, in which case you will probably need to fix it with a UV sterilizer I think (although I doubt thats the case, probably just need to up the water changes).
 
Do you think the fish would have a problem going from a tank that RO was used all the time to a tank that is using tap?
 
They would have to be acclimated. Just don't throw them in it.
