I believe that not all snakeheads were banned, but laws preventing the crossing of state lines were implemented. Those laws basically made it okay to own species (some dwarf) depending on the state you are in, but made it impossible for a retailer to order one in for you. I believe this is the case for Maryland.

True on Maryland. They've allowed the keeping a a few tropical dwarf species. However, their law also pertains to only those already within the state since the ban due to federal laws which prohibits trafficing of any SH species across state lines.
