When the ban began, Maryland decided to allow tropical dwarf SH species already within the state to remain legal to possess. However, no new SHs are allowed into the state due to federal trafficing laws and no SHs or viable eggs are allowed to be shipped out of Maryland (due to the same trafficing laws).

So since i live in MD if i buy a small tropical sh off of somebody it is totally legal?

Careful with that as they may still be illegal to sell and pass on to others.
 
I would doubt that continued trade of fish that were grandfathered would be allowed. That would open up a HUGE back door for smugglers selling fish that they 'had before they were outlawed'. I might be wrong and it is legal, but I wouldn't get my hopes up.

Alright then im not gonna mess with it then my friend supposedly knows a guy who sells them and according to him keeps a bullseye he caught (is that legal?) but im just gonna pass on it.

fish you caught are illegal to keep as far as I know. and those that people had before they become illegal are most likely dead by now so you can pretty much say they are completely illegal.
