The Tennessee Aquarium in Chattanooga has snakeheads, Bighead, and Silver Carp too, if I'm not mistaken on the latter. They also have a huge "River Monsters" community tank exhibit.

BIg aquaria and zoos can get permit for scientific research and education.

Normal people wont get any permit !
