Is this counted as overstocking?

That tank is definitely not too small for tetras. I am going to disagree and say that it is not overstocked, the fish he listed are very small, the neon tetras would be the biggest things in the tank. The only problem i see is that the badis are aggressive micro predators so they may attack the shrimp. I have never heard of or seen any fish eat shrimp eggs.
neon tetra's are active fish they need at least 60cm .

If you applied the same metric to bala sharks than they would need a minimum 4m. There is a lot of hypocrisy on tank size between big fish and small fish. Keeping an oscar in a 120 is the equivalent to keeping a five inch fish in a ten gallon.

its not about size... its about swimming space. And this tank is overstocked.

Swimming space is what i was referring to. Overstocking is only in reference to its impact on the things living in an aquarium. I could keep this aquarium with this stocking level with no problems.

That's 30 fish in a 25G which is shaped like a cube......Pushing it big time, especially in terms of "impact on the things living in the aquarium"....It should never be about what the fish keeper wants or can do but what is best for the fish.

But should you? Would it be good for the fish?

Small fish like neon tetras are much more active than an oscar. Also does an oscar reach 60 inches? Lol.

That is why i compared them to bala sharks. I am also not sure where you get 60 inches from, a 12in oscar in a 48in x 24in aquarium has 4 times body length of space side to side and 2 times body length front to back, a 5 inch fish in a 20in by 10in aquarium has 4 times body length side to side and 2 times body length front to back. The point of the oscar comparison is that most people think a 120 gallon, 48in x 24in aquarium is acceptable for them.

A 5cm neon in a 60cm tank has 12 times body length of space, if that is the minimum for a neon than there is no reason that a bala shark should not have a similar minimum of space which would be 4m and most people think it is completely fine to keep bala sharks in much smaller spaces than that.

but this isn't about balasharks. I dont see the common thing between tetra's and them. Its not enough swimming space and that's a fact in my opinion. We can discuss about it but have you kept tetra's in a 40cm tank? my grandma did and their behaviour wasn't natural or active. It was them hiding 24/7 behind some wood. It's sad, I wouldn't recommend to keep them in 40cm
