Don't let the cat chew the cliva. "Cliva minata" is related to and about as toxic as Amayrillis. Both will make kitty sick if he bites the leaves.
The plant just looks like it needs more sunlight. Cliva will produce thicker, more stout leaves with more sun. The bulb is fine half out of the dirt, there is less chance of it getting root rot that way.
(How do I know? I hybridize Amayrillis and it's relatives, other plant families as well.)
