Your statement about blue led's is correct. However; actinic is for coral growth in SW setup's, especially deeper water corals. It is fine to run at night or in the daytime in conjunction with a regular white light.
Actinic lighting is meant to replicate deeper water, for example coral reefs or the african rift lakes; longer wavelengths of light are filtered out first leaving behind the blue spectrum. The moon isn't blue, and fish can see blue light.
