This is simple. The water in your house probably comes from the city tapwater source. The water for your garden hose probably is irrigation water from farm/crop runoff. Does your outside water quit working suddenly in Fall every year? That's when they shut off the canals. Most homes near farmlands are set up this way. I might be wrong about your house, but this is my guess.
I hope that is it knifegill, that all it is is the city switching sources and water in the water heater being a liitle older than the hose water came from a more acidic source and then the city changed their water they gave us to something more alkaline so that is what is coming directly off of the line with the hose.
