Is this Oscar "painted"?

i bought one also it was sold as a lemon. as he got bigger his fins turned black. i gave him to a friend though. i like oscars but they disturb my other inhabitants too much so off he went.
 
I transship freshwater fish, I am an importer, who supplies LFS and wholesalers. The Red Ruby Oscar is bred in China and is treated with hormone, befor they are shipped stateside. The really intense red, does fade a bit.
