Is this pool filter sand?

No, if you don't want silica sand, you'll have to search around some more. I use silica pool filter sand with no probs but I don't keep rays and don't know much about keeping them.
 
as far as i know, the problem with the silica in sand, is it can be very jagged and sharp. thats why its no good to use for rays since their undersides are extremely sensitive.

i kept pikes and cats in sand blasting sand, which is pure silica sand. and those guys seemed to do better in there, than with the gravel their in now. never had any ill issues in over a year i used the stuff.
