theres probely too much disolved organics in the tank. thats usually what causes the oily film on the waters surface. keep up with water cahnges and make sure your not over feeding.
 
Thanks everyone for your answers and help. I am adding a powerhead in the tank to keep the water moving and break the waterline to dissipate the residue. I do 50% water changes weekly. I only know that the pH is exactly 7. I have ordered a master test kit with the powerhead so I can test the remaining parameters. I know that I should be doing this, but I haven't. This is why I do such big water changes.
 
I've got a oil slick, very faint but its there if I don't remove surface water every 3 weeks approx. I have a ply tank, so I was worried that it might be toxic. I've had no health problems, so I think its a case of under filtration, since my sumps still coming!
