i think your question in a little hard to answer as each fish will have a difference in personality. Some fish are just crazy aggressive and others gentle puppies.

Activity level is more driven from the conditions you provide. Temperatures, feeding habits, tank mates, decor / plants (stimulation for the fish), and even lighting.

I have found in many cases that brightly lit tanks cause my fish to be far less active. Combined with temps on the higher end will make for a very still calm fish. even more so if he/she is well fed.

Dim lighting (not dark), small feedings, mid range temps, natural decor have been the key for me and my fish. Always on the move searching for more bits of food, not shy or scared due to intense lighting, and a good temperature to now slow down their metabolism but not drive it too high either.

I have kept many different kinds of fish and all fish react differently to each environment differently. If you are like most of us and can't help but stare are your tank for some time you will quickly pick up on what your fish likes and doesn't like.

I think in a very general terms I would say that both fish can be equally active given proper care.

I think its like asking, who do you ike better blondes or brunettes.
The question might more accurately be, if I have a certain size tank or that, or if I have hard water or sof, what should I get?.
If you have less than a100 gal, the choice is easy, it should be the JD.
Or if you have hard water or soft. Oscars will do better in softer water, with lots of tannins.
JDs do better in harder highly alkaline water.
If you put an oscar in a small tank with hard water, you should it expect it to get hold in the head disease, or many other maladies., and in the end, may not look its best, unless you change lots of water and are very careful.
 
IMO, the oscar will be more of a puppy dog if that's what you're looking for.
 
dempsy can take to being shy, come out to eat then go back to sleeping and hiding, Oscars are quite out going and in your face, and about twice the size. 75g can handle a dempsy, will need a 90g or better for a good oscar tank.

Oscars look terrible in anything smaller than a huge tank. Actually in even bigger tanks they get really really big. I used to hate Oscars until I saw a school of what had to be 20 inchers in a monster tank. Super cool if you have the room (and a floor that can support the weight)
 
Like pops said, you rarely find a shy oscar. 3/4 of the jd i have owned become pretty shy or jumpy
