Whirling disease or sbd. Either way I'd medicate asap with Kanamycin if fish does not improve with new water. If it's bacterial, higher temps won't help. Methylene blue dips are also known to benefit.

I assume that the tank has had no signs of a parasite problem.
 
Im not an expert..but can this be due to swim bladder problems?
