No the spangling is not a 100% way to determine sex, but I have noticed that all males have it and very few females do.
 
oh ok yeah i dont know, this is my only dempsey so i guess i just got lucky with a nice one haha

OMG I know this is old but I hope she didn't mean that her Green Terror is a female Jack Dempsey, this is terrible. The JD is definitely male with no 'beard' gill plate and many spangles
