I think there might be some parasites on his gills. Would a saltwater dip be a recommended option? If so, how much salt for a 5 gallon ?

If he's got the parasites on his gills, it's a good chance his tank mates were exposed. You'll have to treat the whole tank he's in now. You're probably going to have to get something more than salt as well. I've always had pretty good luck with Jungle's Parasite Clear tabs. I'm sure there are other things you can find by API and such that will work too.

Are there any negative effects using Jungle's Parasite Clear?

I've not seen any with mine, there is also Mardel's meds too. They're pretty good, Coppersafe really helped my EBJD when he got ich. They have other meds as well. Could look into both, but you'll most likely be better off treated that whole tank if it's some kind of parasites that the other fish could be exposed to which ever one you decide with.

yeah treat with jungle parasite clear tabs, i haven't seen any negative effects from it and i have even used it in a tank that also contained fry less than an inch in length with no casualties so its a really good med. and yeah if its parasites you will have to treat the entire display tank he is in now GOOD LUCK

Just an update on my recent success on this beauty. I recently added aquarium salt and within a day of adding it he was eating pellets again....after more than 3 months of only feeding on cucumber! He shows no signs of the problem since adding the salt.

I realize this thread is resolved but I had to comment, nice Jack. Also you are so lucky to have a jack that will live those other smaller fish, My jack is an A-hole and kills everthing.

He's the most passive Dempsey I've ever seen. I'm just so glad that he's eating pellets now.
