100% female, without a doubt. Shape of the anal and dorsal fins, light coloration without defined spotting, no spotting on tail fin, head shape, all point to female. Plus in one of the pictures, you can almost see a bulge where the breeding tube will pop out, which would explain the cleaning behavior. What are the tankmates, any males?
With regards to sexing jags, it's important to note that just because a fish displays spotting doesn't neccessarily make it a male. I've seen some females with more spotting than some males and vice versa. Usually, at the size of Ryan's fish, a male will have developed a "bump" on his head by now. Not a huge nuchal hump like flowerhorns, but rather a forehead bump just behind the eyes when viewed from the side.
