Every fish is not the same. When raising fry some fish can be 10 times the size of their siblings within several monthes.
Well if the fish are that small in the size of the tank they're in, idt 50% water changes every other day are reasonable to keep good water quality. I think what you're doing is fine. But some things that I noticed people have not asked is... 1.) what other fish are you keeping them with? 2.) does the fish seem to the runt in the tank? 3.) are you sure he's getting to eat? I know the last question sounds a bit silly, but if he is the runt in the tank then I noticed these fish will hide most of the time and will be skittish, thus not being able to eat as much. This, along with the stress will cause it to not grow. This happens all the time.
