Amano would never say that he was there or that he helped to style a tank. As robmcd said, that would be considered very bad in japan and seen as betrayal. I do know that some of the most famous gardeners and orchid experts are regulary invited into the palace. But they never make any comments about their duties there. Amano is a very honorful person. He would never tell anything. But as you said, i´m sure he was there. He has such a high position in aqua gardening that i´m almost certain he was invited.
