It can work, my lfs has a 6' display with about 7-9 jardinis in it. I beleive you need to keep them in odd numbers to coexist and keep the aggression down. i.e 1, 3, 5...

This is so to spread the aggression, if you had 2, they would smash each other until one dies. If you have 3 they will all pick on each other, and so on. This way one cannot form a dominance.

They will start off initially picking on each other, but will slowly learn to coexist.

I bought one of them. They're between 12" - 14".
I have also seen this in other shops over the years.

If you have a large enough tank and put similar size fish in at the same time, you shouldn't have a problem.

You're right that two is a bad idea, but are you saying that 3, 5 or 7 will be peaceful and 4, 6 or 8 will fight?

it is very much possible for juvenile jardini's up to 7-8 inches. Post that, they get two aggressive. u need a humongous tank such as a public aquarium or maybe a big pond to keep those numbers together. in such a case they ascertain their individual territories. they may roam in a group, but they have their individual space to boast about.
