The best treatment for fin and tail rot is pretty simple. Raise the water quality and use natural remedies. Make a 25% water change daily for a week and add aquarium salt as well as a product called Melafix. Melafix is a natural antibiotic and the salt fights infection as well as strengthening the fish.

Use 1/2 teaspoon of aquarium salt per gallon of tank water. When you make those water changes, add salt again, but only to treat the water that was replaced. For instance, you will be changing about 5 gallons of water every day. This means you will add back 2.5 teaspoons of salt to the tank. It will keep the salt concentration the same, even after water changes. Use the Melafix according to the package instructions.

It happens because of bad water quality. Starts with a wound and the wound gets infected. You need to do more water changes more frequently or dont over feed your tank.
 
separate it into a separate tank and treat with melfax...change water every other day...i don't recommend taking the scales off...due to this can make the fish more easily to get sick....it will gain it's color back once it isn't sick anymore....try using food that gives it color to take care of the black spots...
