just added water to resealed tank. when should i add the fish?

I build refugiums and sumps, I fill and wait 48 hours. Big leaks are noticable right away, but its the slow leaks that take a little time to show.
 
Now I am not 100% accurate about the water, but I think I read on this site before that I would not want to use the water from the tank cause it does not carry anything beneficial. Yes it has nitrates in the water but as long as the water from your tap is treated with no chlorine in it I would not use the water. The filter with established media and subtracts from existing tank is a must. With that said still monitor the tank cause you might get a small ammonia bloom.

Thanks for the comments. I have the tank set up on flat ground right now and so far no leaks. I have a 20-40 gallon filter and another 10 hooked on the 10 gallon right now so im not worried about filtration. I've been keeping fish for about 7 years now so i do know what im doing to a point but tank sealing is new to me so thanks for the advice. O one quick note for everyone. Every fish store will give you dirty water because it will help cycle a tank faster. So its not just the filter ans stone that are good to use when setting a tank up
