Regardless of the circumstances, I would never recommend mixing tiger barbs and angelfish together. If you want barbs, cherry barbs, pentazonas and checker barbs are your best bets. The tetras you mentioned should work fine. Pictus might swallow the smaller tankmates. Altums have brown bars, firmly erect fins and sharp indentation just above their eyes but these also account for high mortality rate during transport as all of these are wild-caught that they fetch rather high market value. The ones available in various color strains are Pterophyllum scalare. You might want to avoid the black strains as these are one of the most fragile strains to have.
