It is a victorian definitely. However, we will need a clearer pic of the fish in order to make a proper ID instead of throwing out guesses. Where did the fish originate from?
 
Try using the "Macro" setting on your camera..This will do extremely well on fish pics and brings a lot of detail to your fish... "macro" should have a flower icon.... good luck....pretty fish I might add.

From those pics, I believe it is some sort of Xystichromis. My guess would be a dayglow or a kyoga flameback from the horizontal bar that runs straight across its body, maybe even a chistmas fulu. I'm not sure. For this one I would ask for help from Gas or the other experienced hobbyists on a different forum. I'll see what I can do.
