Small earthworms are good to stimulate them to feed...buy them from a bait shop / fishing tackle shop as they are not from areas that use pesticides
at 4.5" bloodworms is all that has worked for me. I buy nightcrawlers from walmart for my larger eels
These eels can eat much more than you think, try to get the smallest worms you can, my eel eats huge food and is now over 30 inches long, he would only eat live shrimp when I got him, he ate nothing for 1 month and now he will bite your fingers if you put them in the tank, he will eat huge amounts of anything.
I agree they will eat more than you thin but 4.5" is just so tiny for an eel I've never been able to get an eel to eat worms till atleast 7"
