juvi rbp's acting weird?

i do a 30% water change every 3-4days my tank is always clean.. and i only put half a shrimp in there and they finish in the matter of seconds sometimes i put whole if i miss the feeding time..i plan to get a black background cover and a uvb lighting set up.. would that create alot of algae? 60g tank and the light is ..24inches.. only gonna be on 1side of the tank (planted)
