You need about three cubic feet of space per 50 litres of K1. Figure out how much space you've got in your sump (or K1 dedicated portion of sump) and you can approximate how much K1 you need (you can easily Google to find a calculator for cubic feet).
K1 not moving on top means:
(1) you've got way too much in there; or
(2) you don't have enough flow to get it moving around; or
(3) you're using new, uncycled K1.
For flow in a rectangular sump you're going to want about 1 litre-per-minute of air per 1 litre of K1. Any non-airpump-related water movement you get (from gravity feed etc) will be a bonus though.
If the K1 you're using is brand new then it's likely to float on top and not move around much to start off with. If you wait awhile (could be days to a week or two) for bacteria buildup then it should start sinking a little and start moving around. You can help yourself by washing the K1 in hot water before putting it in the sump to clear off any residue on it.
Best bet is to put a moderate amount of K1 in the sump (maybe half what you calculate you can use), wait for it to start moving around properly and then just keep adding more K1 gradually over time till it stops moving properly - just judge it by eye.
