Yea fencing is the definite way to go, you could try some of the repellents they have now. I forgot what they are called but I think you attach them to trees and such...

I've lost 2 turtles to raccoons. Luckily my pond is square so this is easier to control. We built a wood frame and stapled a light weight fence to it. We then placed it over the pond and tie it down with rope. Stays on, keeps predators out, and is not a hassle to move off of pond, let me try to post a pic, im at work and on my phone so it will be a little hard.

Closed. (The cans were filled with rocks at that time so we could here raccoons when they knocked them over at night)
