I honestly can't see how someone would want to have that fish mounted... I could see a local Aquarium, Fish enthusiast, Zoo etc etc wanting it. But to have it mounted is rediculous..

Some states will give a release mount (likely plastic) if the fish you caught and later released has a record weight. You must prove either by picture or has a witness that can vouch that he/she was there at the weighing. In this case the fish is a colored bass. Lucky kid.
