Kind of what I was assumed. It sounds like it has progressed into this by what you said. I also think if it were an infection or an illness par se it would not have lasted this long. I personally don't think there is much you can do other than learn to live with a disabled fish. At least this way you won't be spending lots of money on trying to find the right treatment.
