Walmart usually just tosses fish that are "returned"

Not necessarily... I went to this one petco and the fish were very healthy except the bettas but there was this really knowledgeable lady working there and I was glad that the fish were in good hands so yeah there are some good ones

Agreed not every Petco, Petsmart, and Walmart has lousy fish care.

The unfortunate part is that Oscars in my experiences are one of the most popular cichlids but most times are crammed into a 10 or 20 gallon as people are uneducated as to just how large they grow and end up having HITH or end up stunted badly
