You're 'Leopard' Puffer will probably eventually nip it up, or the Goby will harass the puffer. The puffer will eventually need a larger tank, as will the goby. They belong in Brackish water, but can tolerate fresh..

Here are a couple sites that will help. You tank is minimum in size for one, A 10g would work for a male/female pair and a 30g for four, they squabble but seldom seriously damage each other. They will get along with other none aggressive brackishwater fish.
