Largest fish for a 28-gallon?

a juvi oscar would be great, but these tetras u might put in would be toast
 
Don't get red-fin loaches if you want a community, they're very aggressive.

Sajica cichlids are also pretty cool. I think they're closely related to the convict, but they're a bit better looking IMO. Of course, it will eat tank mates if they are small enough.

You could also do a community of dwarf Crenicichla (pike cichlids).
 
I've seen lfs raise flowerhorns in 10 gallon tanks and they grew big and beautiful, with the right care of course. So 28g, maybe grab a flowerhorn.
 
So, to be sure I'm understanding the theme here . . . for every fish that someone suggests I should get, there is also very good reason why I shouldn't get it? ;p

Have you personally seen a flowerhorn? A full grown flowerhorn wouldn't even be able to be parallel to either wall of the tank! You don't want to get a fish that will just stunt itself. That's not a happy fish.

They are super aggressive too...who likes that? Well, some people do, obviously....but it sounds like you want something where you won't have just ONE fish in the whole aquarium.

I second whoever said corycats! They are great little fish. Angelfish, corycats, and maybe a dwarf gourami. That's what I'd have if I had a tank this size ;)

Laticauda is really understating it. It should be more like DOOOOOON'T DOOOOOO ITTTTT!

I mean seriously, flowerhorns can get to over a foot in length. That's just not a good idea.

And cory cats are really good for small tanks.
