this is purely hypothetical, but let's say some non-florida vendor sent me a ray, would it get to my house or be caught in customs if it came by fedex/ups/usps?
 
That depends on Which FWC officer is reading this. Ever since 9/11 all packages are subject to random searches. I can tell you it is a felony to transport restricted species across Florida state lines.

Any vendor who is willing to risk a felony for one sale deserves what ever happens to them.

You will never get a permit either. Hobbyist are not allowed to get the permit to keep them.

they stopped giving permits out i believe mid 1990's. I know 2 people who are hobbyists and have them.

but either way, sorry for the derail O.o
