leash laws not being obeyed/risking their dogs life

i have a highly aggressive dog that i walk on a tight leash with a prong collar. there is a "spanish speaking" family about two blocks over who i have recently had a problem with.

im walking my dog and there beagle comes flying out the yard while they are all having a bbq. the dog comes at my dog while my dog is snarling and i am choking the crap out of my dog to get control. the guy takes forever to come get the dog because hes talking to people.

i say to him are you really that stupid? can you not see your dog could of been attacked? he mumbles something in spanish and goes back.

so about an hour ago im walking down the street and the dog comes fly out again and i had my dog on about a 4 foot leash.

he comes within two feet of my dog and my dog is lunging for it (this is in the middle of the street). their dog is again off-leash.

my dog is snarling at it barking going crazy and the guy once again takes forever to come get your dog. i said "this is the second f'n time i spoke to you about this. you really want your dog dead don't you. next time, im calling the f'in cops" he goes "why" (pretending to not understand anything)



keep in mind that i am a law-abiding citizen that actually picks up his dog's poop (which i had in a bag during the incident) that walks his dog responsibly. the dog is naturally very dog-aggressive but very people friendly. we didn't raise it, but adopted.

i don't want my dog to hurt his dog to prove a point because 1) its not the dogs fault the owner is a moron 2) tricky laws and even though i am doing nothing wrong, she will no doubt fail a temperament test.

i walk down this street also b/c my best friend lives there and i have been doing this for years, so im not going to "walk elsewhere" either.
 
A little beagle? Next time punt it. He probably will just bark from a distance after that and it sure beats having his throat ripped open by a pit/ boxer. Then call his owner a pendejo. :D

In all seriousness, there isn't a whole lot you can do. Even if you call the cops, what are they gonna do? Give him a $15 ticket? That dog WILL get hurt someday, whether it is your dog that bites him or another, it will happen, and it will be because of the stupidity of his owner. It's too bad that the general public is too dumb to see it that way. When it happens, it will be blamed on the biting dog's owner.

Hold on here... I have a beagle and he is very people/dog friendly. Why are you giving advice to punt the dog? The owner is at fault here... Not the dog...

you could always THREATEN the owner that youll punt his dog if it comes at you again, see how that works. or consult the town hall / police if you wanna make a scene :D
 
Don't get me wrong, I have 3 large staffies who are very animal vicious, they love people though. I too take all 3 for walks and I'm responsible for them and have them on their leads. I hate it when people have their dogs off lead when walking them or otherwise. They argue the fact that their dogs are friendly and they don't need them on a lead, I tell them that it doesn't matter, my dogs aren't friendly, they are on a lead, if your dog/s come near me or them they will get bit, real good. It frustrates me as you don't know the strength of my dogs and trying to hold all 3 back when they are trying to eat these dogs is very straining.

dude don't call him a moron your the one with the aggressive dog he just has a little beagle. just tell the owner that your dog is aggressive and you don't want the beagle to get hurt...
