leash laws not being obeyed/risking their dogs life

I agree. My dog is on a leash when outside unless she is at a no leash fenced in dog park. She gets along with most dogs and I dont have a problem at the park. However there are a few times when I was walking her around the neghiborhood that smaller dogs would come up to her or get in her face and she didnt like it and she would try to bite them. I hold her back and get very annoyed because these dogs are lose running across a street (could get hit by car) then run up to my dog and what am I supposed to do, keep pulling my dog back while yours unleashed keeps walking to her?? then you sit there and watch while I am trying to explain to you that you need to pick your dog up cuse my dog doesnt like it in her face -_-

As for the guy, he is a moron..... what if the dog ran out infront of a car to get hit cuse he just lets it run loose. Get a fenced in yard that it cant dig through or jump over if you want to let it run loose. Its responisable to have agressive like dogs on a leash or any dog for that matter. Not all dogs will get a long with other dogs, he knows that so he is smart enough to keep them on leash and away from other dogs.

The point of making the rule is to be able to control your dog.

What is the use of not having your dog on a leash if it's going to run up to another dog to get bitten?

I dont care if my dog bites another dog, it shouldnt be near them.
 
This topic gets under my skin. I feel you on this- Most people with friendly dogs don't obey leash laws at all and are never punished for it. If you own a aggressive dog and do the same you'll likely get a ticket.

Unfortunately, the worst of it is that your dog will likely pay for his stupidity if his dog ends up getting bit. It's unfair but it happens over and over. And living in NY I'm sure it's even harder because of the city aspect (more dogs/moron owners). And it's not even your dogs fault which sucks. I had a pit that attacked 2 dogs while on his leash, the third attack the cops took the dog and he was put down. I didn't train the dog to be the way he was, I adopted him out of a life of fighting thinking I could change him. He was ok with people, but if a dog got close enough, he would just snap. Really scary to see and to have to stop/break up.

I'd look up some really gnarly/gross pictures of dog attack victims and print them out and show them to him...."Hey buddy, check this out. This is what my dog is capable of doing to your dog, I don't want to see it come to that, so I'm warning you no more." And walk away leaving the pic with him.

Obviously you cannot let your dog go at the beagle, and you should try to keep his dog away from your dog or else your dog will suffer for it if something happens. I would honestly give his dog a good kick in the rump so he'd yelp and run away. It's better than getting bit, the owner cannot prove it happening, and the dog will stay away from you and your dog (although, it being a beagle it may not figure it out). Sorry beagle lovers. :)

im the one that rescued my dog and i am trying to prevent injury to another dog as well. i warned him now twice! so yes, i will call him a moron.

The guy is lucky syddakyd is so patient. I have a mate who is a large build, he was walking his puppy bull terrier on a lead, someone was walking their yap yap dog of a lead and it ran over to my mate and his dog, my mates bull terrier started growling at it and the other guy tried to bunt it away with his foot to get it away from his dog. Well, the guy got decked, and when he was one the ground out cold, his puppy bull terrier was pulling at his shirt, lol. My mate is a bit of a clicko though. But he did tell him to get his dog on a leash and get away, instead, the guy decided to kick his dog.
 
I would notify the police since there is a leash law. The only other thing you can do is muzzle your dog when you are going to go in that neighborhood so it doesn't bite the dog. That really seems to be all you can do sadly :(
Its unfair for your dog but it's better than the other dog being bit and your dog having to pay the price(even though it isn't her fault).
