So a fish that tears out plants, digs up substrate, flips rocks wouldn't apply.

I think another term should be used.

If you are looking for something that does not add a lot of work for the bioload of a tank, then that might be something different. To many small details. Not sure why this is even relevant, since a the solutions to a messy fish are so simple.
 
I guess anything that gets big or eats live food is probably gonna be somewhat "messy" IMO. Atleast alot more messy than flake eaters or neons ;)

Oscars are only messy when you overfeed them crap food and don't maintain their tank properly.. Premium foods have left byproducts, and much like dog food, create the effect of less physical waste.
