I live in Metro-Detroit and can go all winter long with only wearing a sweater. I think you can handle Kansas.

Winter hibernation can be sooo much fun
My wife and mother inlaw will be living with me. The first couple months I will be out there alone but they will catch up in time for me to buy a house for winter. I'll be travelling alot so hopefullly the women folk will be able to cope. If not, I wont be around to hear them whine anyways.
I just rarely do anything out doors in the winter. I go to the rec, bowl, or shoot pool so I'm rarely outside more then the time it takes me to walk from my car to get indoors. I can't say that I go the whole winter wearing just a sweater cause I do help out when it snows with shoveling at my ma's. As long as I have gloves on I am fine
Don't worry much about the cold. I know of several California natives who have come to Kansas an adapted to the cold and snow. Your geatest concern will be driving in your first snow. It takes a little time to get used to driving in snow.
