Clear jelly beans? Look closely and I bet you will see small clear dots in them. They are probably pond snail egg masses. Here is a picture.

thats what i was going to say. eral may has a tank that they raise problem snails in to feed them to the puffers and loach

Egg masses... No worry then. The fishes probably will eat the baby snails soon.
